Capital Professional Staffing LLC is conducting a confidential search for an experienced Payroll & Human Resources Manager on behalf of one of our growing clients located in Tyler, Texas.

This organization operates multiple companies within the pipeline construction, oil & gas, energy services, industrial services, electrical construction, structural steel fabrication, surveying and mapping, and infrastructure industries. The company employs more than 300 employees across seven operating entities and continues to experience significant growth.

This is a highly visible leadership role responsible for overseeing all payroll administration and human resources functions while ensuring compliance with all federal, state, and local employment and payroll regulations. The ideal candidate will be an experienced payroll professional with a strong accounting background who enjoys working in a fast-paced, multi-company environment.

Position Summary
The Payroll & Human Resources Manager will oversee all aspects of weekly payroll processing, payroll tax compliance, payroll accounting, employee benefits administration, onboarding, HR compliance, and employee records management. This individual will work closely with executive leadership, accounting, and operations while ensuring payroll is processed accurately and on time for multiple operating companies.
The ideal candidate will have experience managing complex multi-state payroll, payroll accounting, certified payroll, union reporting, employee benefits, and HR administration.

Essential Duties & Responsibilities

  • Payroll Administration
  • Process accurate weekly payroll for more than 300 employees across seven operating entities.
  • Administer payroll for salaried, hourly, union, and subcontractor personnel.
  • Process certified payroll for prevailing wage projects.
  • Maintain employee payroll records while ensuring complete accuracy and confidentiality.
  • Process employee earnings, deductions, garnishments, child support orders, benefit deductions, reimbursements, and other payroll adjustments.
  • Maintain accurate employee withholding elections and ensure compliance with all payroll tax requirements.
  • Ensure compliance with all federal, state, and local payroll regulations.
  • Prepare and file all payroll tax reports and required filings including:
    • Federal Forms 940 and 941
    • W-2 reporting
    • Multi-state payroll tax filings
    • State unemployment reports
    • Quarterly and annual payroll reporting
  • Ensure compliance with payroll tax regulations across multiple states.
  • Coordinate year-end payroll processing and reporting.
  • Maintain payroll records for audit and regulatory compliance.
  • Research and resolve payroll discrepancies in a timely manner.

Payroll Accounting
  • Prepare payroll-related journal entries.
  • Reconcile payroll, payroll tax, and benefit liability accounts.
  • Reconcile payroll reports to the general ledger.
  • Assist Accounting with month-end and year-end close activities.
  • Analyze payroll reports for accuracy before processing.
  • Maintain payroll-related balance sheet accounts.
  • Support internal and external audits.
  • Work closely with Accounting to ensure payroll transactions are properly recorded within the financial statements.

Human Resources
  • Coordinate all employee onboarding and new hire documentation.
  • Prepare employment paperwork and maintain personnel files.
  • Administer employee benefits including medical, dental, vision, life insurance, disability, retirement plans, and other company-sponsored programs.
  • Serve as the primary administrator for the company's self-insured health insurance program.
  • Coordinate with insurance brokers, carriers, and third-party administrators regarding enrollments, eligibility, claims, and compliance.
  • Manage annual open enrollment.
  • Coordinate employee status changes including new hires, promotions, transfers, and terminations.
  • Process employment verifications.
  • Coordinate workers' compensation reporting and unemployment claims.
  • Assist with employee relations and HR policy administration.
  • Ensure compliance with federal and state employment laws and HR regulations.

Compliance & Reporting
  • Ensure compliance with all payroll tax laws and employment regulations.
  • Prepare payroll, HR, and management reports.
  • Maintain confidential employee and payroll records.
  • Support regulatory, financial, payroll, and insurance audits.
  • Develop and maintain payroll and HR procedures to improve efficiency and compliance.

Qualifications
Required Qualifications
  • Minimum 5 years of progressive Payroll and Human Resources experience.
  • Experience processing payroll for 300+ employees.
  • Experience supporting multiple legal entities.
  • Strong experience processing multi-state payroll.
  • Thorough knowledge of federal and state payroll tax laws and reporting requirements.
  • Experience preparing and filing:
    • Forms 940
    • Forms 941
    • W-2s
    • State unemployment reports
    • Multi-state payroll tax filings
  • Experience processing certified payroll.
  • Experience with union payroll and subcontractor reporting.
  • Strong knowledge of payroll accounting, including:
    • Payroll journal entries
    • Payroll reconciliations
    • General ledger accounting
    • Payroll liabilities
    • Employee withholdings
    • Garnishments
    • Benefit deductions
    • Payroll tax reconciliations
  • General accounting experience with a strong understanding of payroll's impact on financial reporting.
  • Experience administering employee benefits.
  • Experience with self-insured health insurance plans.
  • Experience coordinating employee onboarding and HR administration.
  • Advanced Microsoft Excel skills.
  • Proficiency with Microsoft Office applications.
  • Working knowledge of Microsoft Access.
  • Experience with ADP Workforce Now, ADP, or other enterprise payroll processing software. The client is currently evaluating a new payroll platform, making experience with multiple payroll systems highly desirable.

Preferred Qualifications
  • Experience processing California payroll and knowledge of California wage and hour laws.
